October 14, 2021: Beating the Heat
Our Extreme Heat webinar series kicked off with "Beating the Heat: How local governments are addressing the extreme heat. Kirsten Pawling with the County of Los Angeles and Jan Keleher with the City and County of Denver joined us to discuss how local governments are developing innovative policy solutions to address the effects of Extreme Heat and Climate Change. In the midst of simultaneous mitigation and adaptation to climate change impacts, the California State University, the largest public university system in the country, has developed a Building Decarbonization Framework. These series of documents is one of many tools that will be leveraged to guide its 23 campuses to meet their carbon neutrality goals through an offset-free electrification strategy. This technical roadmap covers policy, design and Title 24 modeling guidelines, available technology, opportunities for heat recovery chiller integration, as well as a tool to gauge economic viability of a project. The BDC, in partnership with Common Spark Consulting, is pleased to announce and release a new resource as part of California’s gas transition work - The Flipside Report: A White Paper on Targeted Geographic Electrification in California’s Gas Transition. The Report provides a proposed framework for geographically-targeted electrification that prioritizes that state’s more vulnerable populations. The Flipside Report outlines considerations around alternative gas utility business models and cost recovery, rate structures to ensure affordability for both electrified and remaining gas customers, rent and displacement protections, and a just transition for the gas workforce. It also highlights the opportunities presented by targeted geographic trimming and electrification, including providing a unique opportunity to reverse the state’s historic disinvestment in low-income communities, Communities of Color, Indigenous communities, Environmental Justice communities, and other vulnerable populations across the state.
